Buying off-plan property in Oman: what to know

01

Why buy off-plan

Off-plan apartments and villas are often released at launch prices with instalment plans spread over construction, so you pay in stages instead of all at once — and you get a brand-new home with the latest specifications.

02

Check the developer and approvals

Confirm the developer's legal name, project approvals, construction stage and track record. Ask how payments are protected and what happens if handover is delayed.

03

Read the payment plan and contract

Compare the full payment calendar, not only the deposit: when each instalment is due, what triggers it, the handover conditions, cancellation terms and any fees for resale before completion.

04

Ownership, VAT and costs

Non-Omanis can buy off-plan freehold in licensed ITCs such as Al Mouj, Yiti, Muscat Hills and Jebel Sifah. First sales from developers can carry 5% VAT; budget about 3% registration plus fees, and ask for everything in writing.

Frequently asked questions

What does off-plan property mean?

Off-plan property is bought from the developer before construction is finished, usually with a payment plan linked to construction milestones and an expected handover date.

How much do off-plan properties cost in Oman?

Off-plan units currently listed on Homelist range from OMR 41,800 to OMR 1,406,000, with a median asking price of OMR 131,000 and a median of OMR 1,262 per m². Prices depend on the project, area, view and handover date.

Where can I buy off-plan property in Oman?

Most off-plan units on Homelist today are in Al Mouj, Yiti, Muscat Hills and Al Seeb, with smaller numbers in Muscat Bay, Jebel Sifah and Sultan Haitham City.

When will these off-plan homes be handed over?

Expected handover dates for the units listed today run from 2026 to 2029. Use the Handover filter or the timeline to see units by year, and confirm the contractual date with the developer.

Can foreigners buy off-plan property in Oman?

Yes — in licensed Integrated Tourism Complexes (ITCs) such as Al Mouj, Yiti, Muscat Hills, Muscat Bay and Jebel Sifah, eligible non-Omani buyers can buy off-plan freehold. Confirm the eligibility of the exact unit before paying a deposit.

Is off-plan cheaper than ready property?

Not always. Launch prices and instalment plans can make off-plan attractive, but compare the total cost, the value of paying later, the handover risk and the rent you give up until completion.

Is VAT charged on off-plan property?

First sales of residential property from developers can be subject to 5% VAT in Oman, depending on the transaction. Ask whether VAT is included in the price before signing.

Can I sell an off-plan unit before handover?

Many developers allow assignment or resale before completion, often after a minimum percentage has been paid and with a transfer fee. Check the contract's resale terms before you buy.

Live figures are calculated from Homelist listings at the time the page was built and are asking prices, not valuations. Handover dates are expected dates from developers and may change. Confirm availability, payment plans, fees and ownership rules before any transaction.
