Buying freehold in Oman: what to check

01

Confirm the ITC licence

Freehold for foreigners applies inside licensed ITCs only — confirm the project's status before you pay. 1,4

02

Check the title type

Ask whether you receive a registered title deed (Mulkiya) or a usufruct right — they are not the same.

03

Plots come with a deadline

An ITC plot must be built within 4 years of registration and cannot be sold before completion. 1

04

Budget the extras

Allow about 3% registration plus service charges; first sales from developers may carry VAT. 5

Frequently asked questions

What is freehold property in Oman?

Freehold means the property is registered in the buyer's name with no expiry. Foreigners can own freehold property in licensed Integrated Tourism Complexes (ITCs).

Can foreigners buy freehold property in Oman?

Yes, inside ITCs such as Al Mouj, Muscat Bay, Muscat Hills, Yiti and Jebel Sifah — any nationality, with no residence requirement. Homelist currently lists 116 freehold homes from OMR 48,400.

What is the difference between freehold and usufruct in Oman?

Freehold in an ITC is a registered title in your name with no end date. Usufruct, available to resident expatriates in approved Muscat buildings, is a right to use a unit for up to 50 years, extendable to 99.

Where is the cheapest freehold property in Oman?

By median price per m² on Homelist today, Muscat Hills is the most affordable ITC area at OMR 882 per m². The lowest asking price is OMR 48,400.

Does freehold property give residency in Oman?

Owners of completed ITC units can obtain renewable residency for themselves and first-degree relatives. A qualifying property from OMR 200,000 in an approved project can support a 10-year Golden Residency.

What are the costs of buying freehold in Oman?

Expect a registration fee of about 3% of the price plus small service and document fees. Some first sales from developers carry 5% VAT.

Can I sell or rent out my freehold home?

Yes. Completed freehold units can be sold or let. ITC plots cannot be sold before the building is completed.
